Payroll & Benefits Business Partner Manager

Post University is seeking a Payroll & Benefits Business Partner Manager to join our team.

JOB SUMMARY:

Under the supervision of the Director of AE Services this position is primarily responsible for day-to-day execution of efficient, seamless, and accurate payroll and benefits processes.  Post’s is looking for a non-traditional thinking leader who gets the impact of a new normal, virtual workplace and how to execute related strategies that position Post ahead of competition.

Beyond process execution, this leadership role establishes and maintains highest credibility as a business partner with all functional departments. This role also creates a university-wide reputation for delivery of continually improving payroll and benefits services that consistently meet and/or exceed associates’ expectations beginning with their first day of hire throughout their employment.  In addition, this leader adds value through a financial management acumen and expertise that capitalizes on cost containment best practices. This position is on Post’s main campus in Waterbury, CT and is NOT a remote opportunity.

ESSENTIAL ACCOUNTABILITIES:

Payroll Processing:

  • Responsible for the administration of the efficient, accurate, and compliant payroll processing each pay period for all full time and part time associates with one direct report.
  • Balances and manages quarterly and annual payroll taxes and manages day-to-day notices from agencies and jurisdictions.
  • Partners with the talent acquisition staff to ensure new hires’ day one experiences consistently exceed expectations and confirm Post University as a Top Workplace.
  • Establishes Work Study Student payroll processing protocols and educates the respective students and hiring management accordingly.
  • Assists in development of Post’s salary administration program to promote pay equity and salary treatment that aligns with Post’s culture and pay philosophy.
  • Oversees associates’ employment verification processes for loans, etc.
  • Administers legal response to payroll garnishment authorizations.
  • Processes mortgage verification requests for active and former full time and part time associates.
  • Manages Post unemployment claims’ response through external vendor.

Benefits Administration:

  • Develops and administers efficient, accurate, and compliant benefits processing each pay period.
  • Partners with respective vendors, insurance broker, etc. to execute Post’s benefits package with precision and fiscally responsible strategies.
  • Acts as liaison with The Vanguard Group and is responsible for the accurate reporting of 401(k) Retirement Plan new enrollments and terminations.
  • Processes 401k loan requests and eligible withdrawals through ADP and address related questions.
  • Processes various leaves of absence requests (FMLA, STD, Paternity & Adoption, Personal Leave, etc.) consistent with Post policies and regulatory guidelines.
  • Enters information in ADP to set up each associate correct PTO and Sick Time accrual benefit based on Post policy.
  • Assists other members of the AE leadership team in planning and executing Post’s approved merit increase program to enhance associate retention, contributions, and pride in working for Post.
  • Has lead role in preparing annual Total Compensation Statements.
  • Assists with development of Annual Open Enrollment strategies, communications, etc. and completes required audit of correct deductions and associate choices.

Other Responsibilities:

  • Develops people manager training related to role expectations.
  • Develops smart educational communication plans that heighten associates and applicants’ value add appreciation for Post’s Total Compensation offerings.
  • Maintains electronic associate recordkeeping and documentation that meets compliance requirements related to role’s accountabilities.
  • Completes periodic standardized audit protocols of payroll and benefits processes that meet regulatory compliance and external audit expectations.
  • Stays informed of latest payroll and benefits trends related to the new normal remote work environment through webinar attendance, self-study of related educational publications, utilization of Post’s external legal team, etc.
  • Will assist in completing new hire onboarding and associate separation processing using best practices.
  • Partners with Payroll/HRIS Provider (currently ADP) to optimize services provided and favorable contract terms.
  • Assists with new and returning Work-study Student Orientation Program.
  • Completes special request payroll and benefit reports for vendors, departmental leaders, accounting/finance, etc. (i.e., EEO1, overtime usage) and trains leaders how to extract business decision making data from the system.
  • Provides input and recommendations to strengthen Post’s non-monetary incentives.
  • Makes process improvement recommendations.
  • Performs other duties as assigned. 

Qualifications & Competencies:

  • Bachelor’s degree required.
  • Advanced technical/computer skills.
  • Service leader and exceptional verbal communication skills.
  • Advanced written communication skills.
  • Proven excellent attention to detail and multi-tasking with consistent accuracy.
  • Effective time management skills required.
  • Detail-oriented and ability to work independently on multiple priorities
  • Min 5-7 of payroll and benefits management experience preferably with ADP Workforce Now.
  • Extensive experience managing in a rapid growth, multi-state environment and working at a fast pace.
