Professional Background
Prior to his retirement in 2012, David was the Assistant Deputy Chief with the Waterbury Police Department, having responsibility for over 200 sworn officers and civilians. As an administrator, he composed and managed budgets, created policy and procedure, wrote and administered grants and developed training programs. David was part of an executive management team which developed initiatives that led to an unprecedented decline in violent crime in the city of Waterbury.
David is a graduate of the FBI LEEDA Command Institute, PERF Senior Management Institute for Police and the Southern Police Institute Chief Executive Leadership Program.
Teaching Philosophy
David embraces student centered learning and sees himself more in the role of a facilitator in the classroom. He accomplishes this by incorporating the 4 Cs of education; critical thinking, communication, collaboration and creativity, into the learning process.
Personal Background
David enjoys gardening at home. He is a martial arts enthusiast, motorcycle adventurist and embraces a healthy lifestyle.

Professional and community activities
David is a member of the Waterbury Local Emergency Planning Committee, DCF Police and Provider Toolkit Committee and volunteers as a youth athletic coach. He serves as a school board member for St. Mary Magdalen School in Oakville, CT. David is a school security expert and conducts active shooter awareness training and instructs teachers how to stay safe in the classroom.
